The Resistance Target Portal is Washington Monument (http://goo.gl/2bkvRw); the Enlightened Target Portal is Docking Stones (http://goo.gl/LNcocI). To move the Devra Shards, the Origin and Destination Portals must be upgraded to L7 or higher and connected via Portal Link.
